Emails asking for quotations for non-existent products are very commonly used by scammers to see if an email is active and whether the owner is gullible enough to reply to an obviously spam message.
This latest such email, supposedly from United Engineering Services in Oman has a set of ten generic questions written by an idiot and also has the answers filled in, so this scammer does not know how to send out bulk spam mails.
The answers seem to be about a delivery to Russia and were likely input to test the message before sending it out in bulk.
e.g. MTC Required: YES
Delivery Location: Russia
PDO Approved: YES
The message also contains a bid closing date by which the quote must be received but then says that if more time is needed, it will be available.
Altogether, a ridiculous message.
